PROFESSIONAL ASSIGNMENT (PLANETA)

Design of executive decommissioning and technical consultancy during implementation. Development of Environmental Management System according to UNI EN ISO 14001. Greenhouse gas emissions inventory and Carbon Footprint calculation

PROJECT VALUE

€ 4,224,924.82 (100% PLANETA managed)

CLIENTS

Fidenza Municipality.
For designing phase: Decocarbo S.c.a.r.l. (RTI Unieco Soc. Coop. – Furia S.r.l.)

INTERVENTION PERIOD

2012 – 2014

The Industrial site was active in the period 1888-2004 producing tar from hard coal, carbon black, naphthalene, phenol, cresols, benzene, coumarone-indene resins, diethylene glycol.

Surface site: 80,000 sq. m.

Demolition and remediation of plant and storage tanks (around 4,800 t of chemical waste present). Building demolition. Removal of pipe system and underground tanks. Remediation of sediments in Rio Venzola.

Executive project phases:

1. Historical reconstruction of the production processes

2. Plant-building survey with laser scanner technology (dimensional characterization)

3. Mapping of asbestos-containing materials/elements (MCA) and man-made vitreous fibres (FAV)

4. Chemical-physical characterization of site waste and residues present in tanks and plant

5. Chemical risk assessment related to remediation activities

6. Definition of operational protocols

Challenges met:
− Remediation of chemical residues in solid and semi-solid state (from 55 and 65% of the total)
− Several residues were classified as toxic, carcinogenic and eco-toxic waste
− Management of operational problems regarding odour pollution
− Coordination of overlapping asbestos/man-made vitreous fibers remediation activities with the remediation of chemical residues

Chemical risk assessment regarding risks of inhalation of toxic/carcinogenic compounds, through an air quality monitoring campaign with chemical speciation of gaseous mixture; comparison of detected concentrations with the regulated professional exposure threshold and consequent definition of operational procedures for risk management, both for remediation operators and for external receptors.

Development of an Environmental Management System according to UNI EN ISO 14001; Greenhouse Gas (GHG) Emissions Inventory according to ISO 14064-1: the negative impact, in terms of CO2 generated by work activities, was compensated partially by tree planting and partially by the purchase of Verified Emissions Reductions (VER) credits or Energetic Efficiency Certificates (TEE).
